change - run: echo 'The selected color is' ${steps.random-color-generator.outputs.SELECTED_COLOR}
to - run: echo "The selected color is ${{ steps.random-color-generator.outputs.SELECTED_COLOR }}"
Other parts of the docs have it formatted this way. The error is a bash error: bad substitution.
